The Sri Lankan government has officially joined Have I Been Pwned's (HIBP) free government service, becoming the 48th government to be onboarded. This integration provides Sri Lanka CERT with direct access to monitor government domains for exposed accounts within HIBP's extensive database of breached credentials.
The primary function of this service is to enable Sri Lanka CERT to proactively identify when email addresses associated with Sri Lankan government domains appear in new data breaches. By having this visibility, the CERT team can respond more rapidly to compromised accounts, potentially mitigating further unauthorized access or data exfiltration.
HIBP operates by aggregating data from numerous publicly disclosed data breaches, making it searchable for individuals and organizations to determine if their email addresses or other personal information have been compromised. The government service extends this capability, offering a dedicated portal for national Computer Emergency Response Teams (CERTs) or similar government agencies to monitor their specific domains.
When a government domain is onboarded, the designated agency gains the ability to query HIBP's database for email addresses within their purview. This allows them to detect if credentials belonging to government employees have been exposed in a breach, even if that breach did not directly target government systems. This class of monitoring is crucial for identifying shadow IT risks or personal compromises that could have implications for government security.
Typical mitigation guidance for issues identified through such services includes enforcing password resets for compromised accounts, implementing multi-factor authentication (MFA), and educating employees about phishing and credential stuffing attacks. Rapid response is key, as exposed credentials can be quickly exploited by malicious actors to gain initial access to systems or escalate privileges.
The onboarding of Sri Lanka underscores a growing trend among national governments to leverage external services for enhancing their cybersecurity posture. By integrating with platforms like HIBP, governments can augment their internal security monitoring capabilities, providing an additional layer of defense against the persistent threat of data breaches and credential compromise. This collaborative approach helps national CERTs stay informed about external threats that could impact government operations and data integrity.
