These agents will operate across critical national infrastructure under the control of the organizations that own them.
The NCSC outlined six core functions for Cyber Shield, ranging from automated network scanning, which is already partially in place, to the fully autonomous remediation of vulnerabilities, a capability that requires significant research progress. The agency acknowledged that some of these functions present substantial challenges that will necessitate advancements in AI research.
The development of Cyber Shield is envisioned as a collaborative effort, involving partnerships with leading frontier AI capabilities, cyber defense organizations, and academic institutions. Initial testing will focus on network defenders within government and critical UK sectors, with a phased approach towards developing commercially scalable solutions.
The NCSC has adopted a "test, iterate, scale" rollout strategy and has not provided a specific timeline for the program's completion.
