The UK's National Cyber Security Centre is seeking AI partners to develop a national-scale "Cyber Shield." This initiative aims to enhance the country's cyber defenses by leveraging artificial intelligence.

The UK's National Cyber Security Centre (NCSC) has announced plans for "Cyber Shield," an ambitious national cyber-defense initiative designed to counter the growing threat posed by AI-powered cyberattacks. The project, first discussed in May, aims to build a large-scale, AI-driven capability to protect the UK's critical technology systems.
According to the NCSC, artificial intelligence is already accelerating offensive cyber activities like vulnerability discovery and reconnaissance. Tasks that previously took weeks can now be completed in minutes, significantly reducing the response time available to defenders and increasing the likelihood of successful attacks. This is compounded by the fact that many organizations are not adhering to basic cybersecurity best practices, as outlined in the Cyber Assessment Framework.
The agency further warned that threat actors will soon be capable of launching fully autonomous attacks that span the entire intrusion lifecycle. Such attacks would leave minimal opportunity for detection and response, potentially overwhelming network defenders. Cyber Shield is intended to develop and deploy solutions that can operate at the necessary scale and speed to counter these evolving threats.
The proposed Cyber Shield system will incorporate both offensive ("red") and defensive ("blue") AI agents. These agents will work in real-time to identify system weaknesses and defend against threats. Key requirements for the system include the use of reliable and explainable AI that can be confidently deployed at scale, and federated agents capable of conducting national-level operations under the control of individual organizations while communicating securely.
The initiative also plans to leverage agentic AI to autonomously discover and mitigate vulnerabilities beyond human capacity, and to facilitate real-time information sharing between organizations for enhanced threat detection and containment. Furthermore, Cyber Shield aims to conduct automated, national-level scanning of critical UK internet protocol (IP) ranges for exposed vulnerabilities and implement automated workflows for rapid, nationwide mitigations, such as blocking known malicious domains and networks.
The NCSC acknowledges that Cyber Shield faces significant implementation challenges and will require collaboration with frontier AI and critical national infrastructure (CNI) providers. The initial phase will involve partnering with government and CNI network defenders to test and deploy new capabilities in specific areas, with the ultimate goal of developing commercially scalable solutions for national resilience. The UK intends for this approach to serve as a global case study for safely and securely engineering the future of active cyber defense in the AI era.
Security experts have generally welcomed the announcement but have also raised concerns about potential obstacles. One expert noted that while advanced defense is crucial, organizations cannot afford to wait until AI-driven attacks are fully mature before adapting their defenses, especially if basic vulnerabilities remain unaddressed. A significant challenge identified is fostering trusted and actionable intelligence sharing between government, critical infrastructure, and private industry. If successful, Cyber Shield could significantly improve the UK's ability to detect risks early, validate defenses quickly, and respond to threats before they gain momentum.
The NCSC is collaborating with the Department for Science, Innovation and Technology (DSIT) to establish pathways for industry, academia, and government partners to participate in the Cyber Shield project.
