An independent congressional candidate in Tennessee has been arrested and charged with four felony counts of vandalism for allegedly shooting automated license plate reader (ALPR) cameras. Adam Lee Heimerman, 37, who is running to represent Tennessee's 2nd Congressional District in the general election on November 3, 2026, is accused of damaging four cameras between July 14 and July 22.
According to the Blount County Sheriff's Office, three of the targeted cameras were located in Blount County, with a fourth in Maryville. Local reports, citing an affidavit, indicate that at least one of the damaged devices was manufactured by Flock, a prominent ALPR provider. Authorities allege that Heimerman accessed one of the camera locations by traversing the grounds of a place of worship while a service was in progress.
This incident occurs amidst growing opposition to ALPR technology across the United States, which has included both legislative efforts and physical attacks on the hardware. Critics often cite concerns about Fourth Amendment abuses and potential misuse of surveillance data.
For instance, Republican incumbent Tim Burchett, one of Heimerman's opponents in the 2nd Congressional District, recently introduced a bill aimed at restricting federal agencies from purchasing or accessing automated surveillance systems. The proposed legislation would also prohibit state and local agencies from using federal funds for such purchases, though it would allow individual counties to contract with Flock and bear the full costs themselves. Flock has stated it welcomes legislation that both enhances safeguards and preserves local authorities' ability to deploy cameras for law enforcement.
Allegations of ALPR misuse have surfaced in various jurisdictions. Last month, five Georgia police officers were arrested and fired for allegedly using ALPR cameras for "non-law enforcement purposes." Similarly, a Milwaukee police officer was reportedly caught searching his ex-partner's details over 100 times using Flock technology. A detective assigned to that investigation was later also accused of misusing ALPR data and unlawfully placing a GPS tracker on one of the victims' vehicles years prior.
The physical destruction of ALPR cameras has also been reported in other areas. An unidentified arsonist set two Flock cameras ablaze in Georgia last month, and a 40-year-old man was captured on CCTV destroying ALPRs in California weeks later. Even road infrastructure safety campaigner Steve Eimers, who highlighted potential legal issues with Flock camera poles, was forced to cease his efforts after supporters began identifying and destroying cameras featured in his videos.
Despite these incidents, the overall number of Flock cameras operating across the US remains substantial, with estimates ranging from 80,000 to over 120,000. The company states its technology is used in approximately 5,000 communities across 49 states. While many police departments assert that ALPRs significantly aid in solving crimes ranging from vehicle thefts to murders by tracking vehicle movements, some communities are re-evaluating their contracts. The Los Angeles Police Department recently announced it would let its Flock contract expire, while Eugene and Springfield, Oregon, canceled their contracts in December.
